Base clock

Base clock is the frequency a CPU is guaranteed to sustain across all cores at its rated power limit under a normal workload.

Not measurable from a browser

A browser cannot read temperatures, power draw, fan speed, VRAM capacity, clock frequency or native FLOPS. For a direct reading use a native monitor such as HWiNFO64, GPU-Z or lm-sensors. SystemCheck contributes the other half: whether the condition is costing you throughput, measured as decay and consistency.

The base clock is a contractual floor, not a typical operating speed. The manufacturer guarantees that with a compliant cooler, at the rated TDP, running a standard workload, the processor will hold at least this frequency on every core. Modern desktop parts spend almost no time at base clock because boost algorithms keep them above it whenever thermal and electrical headroom allows.

Base clock has become steadily less meaningful as a performance predictor. Intel's newer parts publish separate base clocks for performance cores and efficiency cores, and some mobile parts list a base clock that the chip essentially never runs at. Two CPUs with identical base clocks can differ enormously in real throughput because of IPC, core count, and how aggressively each sustains boost.

For diagnosis, base clock is a useful lower bound. If your machine's sustained throughput implies it is running below base clock during a long load, something is wrong beyond ordinary throttling: a failed cooler mount, a power limit set far below spec by the OEM, or a current limit being hit early. That is a repair-level finding, not a tuning one.
