Why does my MacBook Air M3 slow down under load?
Because the M3 Air is fanless, and its body is the cooling system. Tom's Hardware measured the 13-inch model declining about 20 percent across 20 Cinebench runs while the larger-bodied 15-inch declined about 10 percent, which is the clearest evidence that chassis size, not chip, sets the sustained figure here.
That gap is the single most useful thing to know about this generation: two machines with identical silicon deliver measurably different sustained performance, and the difference is the aluminium around it.

The fix
Nothing to repair. Hard surface, cool air, and where the choice still exists, understand that the 15-inch holds roughly twice as much of its performance under the same sustained load.

The fix
Work with the lid open where you can, or use a stand that leaves the body air on all sides. Closed and flat on a desk is the worst case for a machine whose case is its heatsink.

The fix
Fewer simultaneous applications, since the memory is soldered. This is a different problem from throttling and responds to completely different fixes.
4. Room temperature and surface

The same export is slower in a hot room or on a soft surface, because the body has less to dump heat into and less exposed area to do it with.
The fix
Cool air and a hard surface. On a fanless machine these matter more than on any laptop with a fan.
5. Sustained work the class is not for

Long exports, long compiles, virtual machines and sustained rendering, all of which the machine will complete slowly.
The fix
Move genuinely sustained work to a machine with a fan, or accept the duration knowingly. That is the trade the Air exists to make.
Measure it instead of guessing
Run the test and read the settled level against the peak. On a 13-inch M3 Air a decline around a fifth is normal for the generation; on a 15-inch it should be closer to a tenth. A machine falling far outside its own size's range is the case worth taking further.
