Why is my laptop plugged in but not charging?
Start with the cheapest possibilities, because they are also the most common: a charger or cable that has failed, a port that is loose or dirty, or a deliberate battery-conservation setting that stops charging at a limit on purpose. Only after those should you suspect the battery itself.
The fastest single test is a different known-good charger in a different socket. If charging resumes, you have your answer in two minutes and it costs a cable rather than a battery.

Test another known-good charger, another cable, and another wall socket. On USB-C machines, test another port on the laptop too, since ports fail individually.
The fix
Replace whichever component the test blames. Cables fail far more often than chargers, and chargers far more often than batteries, so test in that order.
2. A battery conservation or charge-limit setting

Charging stops at a consistent figure such as 60 or 80 percent, and the machine reports this as normal rather than as an error. Check the maker's app and the operating system's battery settings.
The fix
Nothing is wrong. These settings exist to extend battery life and are usually a good idea; turn the limit off temporarily when you need a full charge for travel.
3. An underpowered charger

A small USB-C travel adapter charges slowly, or not at all while the machine is working hard, because the load consumes everything it supplies.
The fix
Use the full-wattage charger for charging under load. A low-wattage adapter can keep a machine alive without ever gaining ground on the battery.
4. Heat pausing the charge

Charging stops during heavy work or in a hot room and resumes when the machine cools. Lithium cells should not be charged hot, and the machine enforces that.
The fix
Let it cool, and improve airflow. This is protective behaviour rather than a fault, and it is more common in summer.
5. A driver or firmware state

Windows shows the battery as present but not charging, sometimes after an update. Older machines with removable batteries respond to a full power cycle.

Update firmware and the battery driver, and on Macs follow Apple's current power-management reset guidance. A surprising share of cases end here.
6. A worn or failed battery

The battery report shows very low health, or the operating system reports the battery as needing service. Sometimes accompanied by swelling.
The fix
Replace it. If the case is bulging or the trackpad is lifting, stop charging it, stop using it, and have it looked at promptly.
Measure it instead of guessing
Once charging is restored, run the test on mains and again on battery. That comparison tells you whether the battery is merely charging again or actually holding enough to sustain the machine under load, which is the question that decides whether you also need a new battery.
What software cannot tell you here
- We cannot read charging state, wattage or the battery report; the operating system's own battery report carries all three.

- Why does my laptop say plugged in, not charging?
- Most often because a charge limit is deliberately holding it below full, or because the charger cannot supply more than the machine is currently drawing. Both are normal. The fault versions are a failed cable or port, a hot battery pausing the charge, or a battery at the end of its life.
- Can a laptop run without a battery?
- Many can, on mains alone, though performance is often reduced because the machine cannot draw the short bursts a battery normally supplies. It is a diagnostic step rather than a way to live: if the machine runs perfectly with the battery removed, the battery is the problem.
- How do I know if it is the charger or the battery?
- Substitute the charger first, because it is free to test and the more common failure. If a known-good charger restores charging, it was the charger. If the machine runs fine on mains but dies quickly unplugged, the charger is fine and the battery is worn.
