Why is my laptop throttling when it is not hot?
Because heat is only one of several limits a laptop enforces. A machine can be held back by its configured power limit, by a current limit, by running on battery, by an undersized charger, or by a maker profile capping wattage, all while the chip stays comfortably cool.
The tell is the shape: thermal throttling arrives gradually as the machine warms, while a power limit arrives immediately or steps down at a fixed moment regardless of temperature.
