How do I know if my laptop is slow or my internet is slow?
Do something entirely offline. Open a large local file, launch an application you have installed, or run a test that needs no connection. If those are quick, the machine is fine and your connection is the problem, which is a much cheaper thing to fix.
This matters because a great deal of what people experience as a slow laptop is a slow connection: pages loading, video buffering, cloud documents saving. Those all feel like the computer and none of them are.

The fix
Test the connection on another device on the same network. Two slow devices means the network; one slow device means that device's connection to it.
2. Wi-Fi rather than the internet itself

The fix
Test wired if you can. A laptop that is fast on a cable and slow on Wi-Fi has an adapter, driver or signal problem, all of which are cheaper than a new laptop.
3. Cloud sync competing for the connection

The fix
Check the sync client's activity, and limit its bandwidth or pause it during calls. This is a common and invisible cause of meetings going badly.
4. The browser rather than either

Test in a private window with extensions disabled. This isolates browser problems from both network and hardware in under a minute.

Measure it instead of guessing
The test loads the machine locally, so it answers this question directly: it needs the connection only to load the page, and after that it is measuring your hardware alone. A good result while the web feels slow is clear evidence that your money belongs with your connection rather than with a new laptop.
