Why does my laptop battery stop charging at 80%?
Almost always because something is stopping it deliberately. Charge limits, adaptive or optimised charging, and maker conservation modes all hold the battery below full to slow its ageing, and they are switched on by default on a growing number of machines.
The way to tell that from a real fault is consistency and reporting: a deliberate limit stops at the same figure every time and the system describes it as normal, while a worn battery reports low health and behaves erratically.

The fix
Replace the battery if the runtime is no longer usable. Read the report before assuming this, since a charge limit produces the same visible symptom for a much better reason.

The fix
One full cycle can resync the estimator: charge to full, run down to shutdown, charge uninterrupted to full. Worth doing once, not habitually.
Measure it instead of guessing
The test answers the question the percentage cannot: whether the machine still performs on battery power. A machine that holds its level unplugged has a healthy enough battery whatever the gauge stops at, and one that collapses unplugged has a capacity problem rather than a settings one.
What software cannot tell you here
