Is thermal throttling normal?
Yes. Throttling is the processor protecting itself by reducing speed when it reaches a temperature or power limit, and it is designed behaviour rather than a malfunction. Nearly every laptop throttles under sustained load, and many are engineered to, because the cooling is deliberately sized for typical use rather than for an hour at full tilt.
It becomes a problem when the amount of speed given up is large, when it happens within seconds rather than minutes, or when it is getting worse over time on a machine that used to hold up. Those three tests separate a machine behaving as designed from one that needs attention.

The fix
Nothing to fix. On a thin laptop this is the expected shape. If you want more sustained speed you are looking at a cooling or a power-limit change, not at repairing a fault.
2. Airflow is blocked by the surface or by dust

The machine throttles much harder on a bed, sofa or lap than on a desk, or it has got noticeably worse over a year or two of use without anything else changing.
The fix
Use a hard flat surface so the intakes underneath are clear, and clear dust from the exhaust grille and the fan. On a machine two or three years old this is the highest-value thing to try and it costs nothing.
3. Thermal paste has dried out

The fix
Have the paste replaced, which is a routine service job. On many older laptops it restores most of the original sustained performance and is far cheaper than replacement.
4. A power limit rather than heat is what is capping it

The fix
This is a power budget expiring on schedule, not a cooling failure, and cleaning the fans will not change it. Some machines expose a performance mode that raises the sustained limit, usually at the cost of noise and battery.
5. A cooling fault: a failed fan, a detached heatsink, or a blocked heat pipe

Very heavy throttling within seconds, no fan noise at all under load, or a machine that shuts down under load. Something is not merely inadequate, it is not working.
The fix
Stop running heavy loads and have it looked at. A fan that never spins or a heatsink that has come loose will keep getting worse and can eventually cause shutdowns during ordinary work.
How much loss is too much
There is no universal threshold, because a thin fanless tablet and a thick gaming laptop are engineered to different targets, and comparing them on decay alone is meaningless. What is meaningful is the comparison against the same machine at another time and against machines of the same class.
A useful rule of thumb: a modest loss over the first two minutes that then holds steady is ordinary on a laptop. Losing a large fraction of the opening speed, or never reaching a steady level at all, is worth investigating. Any machine that used to hold up and no longer does has changed physically, and that change is usually dust or paste.
The number that matters for how the machine feels is the level it settles at, not how far it fell. A machine that starts very high and settles moderate can be more pleasant than one that starts moderate and holds, or less, depending entirely on what you do with it.
Throttling is not the same as being hot
A laptop running at 90 degrees while holding its full speed is not throttling and is not in trouble. A laptop at 75 degrees that has halved its speed is throttling hard. Temperature alone tells you very little, which is why chasing a temperature reading is usually the wrong investigation.
The thing to measure is delivered performance over time. If it holds, the temperature is by definition being managed successfully, whatever the number is.
Measure it instead of guessing

- The temperature in degrees. No browser can read a thermal sensor, so heat is inferred from the shape of the throughput curve and reported as an inference rather than a reading.
- Whether the fan is spinning, or how fast. Fan speed is not exposed to a web page on any browser.
- Whether the thermal paste is degraded. It shows only as sooner and harder decay than the machine's class would suggest.
- Whether a power limit or a temperature limit was reached first, with certainty. A sharp step at a consistent moment suggests a power budget and a gradual slide suggests heat, but both are read from behaviour.

- Is thermal throttling bad for your CPU?
- No. Throttling is the mechanism that protects the processor, so a chip that throttles is a chip that is being kept within its limits. What is bad is the underlying cause when there is one, such as a blocked fan, because that will keep worsening. Throttling itself is the symptom and the safety measure at once.
- Do all laptops thermal throttle?
- Nearly all of them do under sustained load, and thin ones do heavily. Laptop cooling is sized for realistic bursts of work rather than for indefinite full load, so a laptop that never throttles usually just has not been pushed hard enough or long enough to find its limit.
